Looks like a group but in effect a one-man business with sole owner English singer/song writer Damon Gough (born 1969).

Thus he drew up the title Born In The UK for one of his albums, probably parodying an album title by an artist at the other side of the Atlantic. And he took his own stage name from an English cartoon, Sam and his Magic Ball, sure enough starring a somewhat clumsily portrayed little boy.

It's amusing to see how practically all information sources care to depict where and when Damon had the idea to call himself Badly Drawn Boy: it was at a party in Trafford (Manchester), where on a TV screen an episode of Sam and his Magic Ball could be followed.
